How can we ensure that the jury cannot (or at least make it costly) sign malicious slashing txns that pay themselves?

I think there should be a language clarification, it isnā€™t that the bitcoin is safe if the staker does not act maliciously. Because that implies intent, which the network can never know. It should be that the bitcoin is safe so long as the staker acts according to the protocol.
Mistakes do happen.
